Análise Estratégica da Produção Madeireira Sustentada na Amazônia Brasileira

Abstract

Este estudo trata da análise estratégica da produção madeireira sustentada na Amazônia brasileira com foco nos planos de manejo florestal protocolados nessa região no período de 1990 a 2006. O objetivo principal é analisar estrategicamente a produção madeireira na Amazônia brasileira, com base em dados primários coletados no Sistema de Controle de Produtos Florestais do IBAMA, instituição responsável pela execução das políticas florestais. A metodologia empregada se baseou na linearização das curvas de produção com vistas a verificar a influência do manejo florestal sustentável e do desmatamento na produção total de madeira tropical em toras, e na utilização da SWOT Analysis para determinar os pontos fortes e fracos, as oportunidades e ameaças do manejo florestal na Amazônia. Para tanto se entrevistou 40 profissionais de quatro setores diferentes (setor privado, setor público, ONG e universidades) ligados ao manejo florestal. Os resultados revelaram que as retas representativas da produção de madeira em toras das áreas sob manejo e da área desmatada crescem de maneira semelhante e não demonstram indícios de que possam se cruzar num futuro próximo. A SWOT Analysis identificou os pontos fortes e fracos, as limitações e oportunidades do manejo florestal na Amazônia. O principal ponto forte está relacionado ao manejo servindo como forma de manutenção da cobertura florestal; o principal ponto fraco tem relação com a pouca fiscalização sobre a extração ilegal de madeira; a principal oportunidade refere-se à grande quantidade de áreas disponíveis para o manejo florestal e a principal ameaça é a competição desleal com a madeira de origem legal. As conclusões são que a madeira oriunda de manejo florestal não substituirá no mercado nacional e internacional a madeira vinda de desmatamentos que acontecem na Amazônia brasileira. Os pontos fortes e fracos, as oportunidades e ameaças do manejo florestal estão coerentes com as pesquisas já realizadas e com as realidades verificadas em campo.

This study it deals with the strategical analysis of the supported lumber production in the Brazilian Amazônia with focus in the plans of forest handling protocolled in this region in the period of 1990 the 2006. The main objective is strategically to analyze the supported production in the Brazilian Amazônia, on the basis of primary collected in the System of Control of Forest Products of the IBAMA, responsible institution for the execution of the forest politics. The employed methodology if based on the linearization of the curves of production with sights to verify the influence of the sustainable forest handling and the deforestation in the tropical wooden total production in logs, and the use of the SWOT Analysis to determine the strong and weak points, the chances and threats of the forest handling in the Amazônia. For in such a way one interviewed 40 professionals of four different sectors (private sector, public sector, ONG and university) on to the forest handling. The results had disclosed that the representative straight lines of the wooden production in logs of the areas under handling and the deforested area grow of parallel form and they do not demonstrate indications of that they can be crossed in a next future. The SWOT Analysis identified the strong and weak points, the limitations and chances of the forest handling in the Amazônia. The main strong point is related to the handling serving as form of maintenance of the forest covering; the main weak point has relation with the little fiscalization on the wooden illegal extration; the main chance mentions the great amount to it of available areas for the forest handling and the main threat is the unfair competition with the wood of legal origin. The conclusions are that the deriving wood of forest handling will not substitute in the national and international market the wood coming of deforestations that happen in the Brazilian Amazônia. The strong and weak points, the chances and threats of the forest handling are coherent with the carried through research already and the realities verified in field.
